1. Alien Registration
  According to the Alien Registration Law, foreigners who stay in Japan must apply for alien registration at the city hall of the area where they reside within 90 days of the date of entering Japan. For registration a passport and two photos (5cm × 5cm each) are necessary. Since the Certificate of Alien Registration is necessary immediately after entering the university (for application for registration for foreign students' medical assistance, etc.) , please complete your registration as soon as possible.

(1) You must register within 90 days after entering Japan. When a child is born, you must register him/her within 60 days.
(2) You must always carry the Certificate of Alien Registration with you. (If you carry this certificate, you do not have to carry your passport)
(3) If you lose the Certificate of Alien Registration, you must report to the city hall within 14 days.

(4) The period of validity of the Certificate of Alien Registration is 5 years. If you intend to stay more than 5 years, apply at the city halls mentioned above within the last 30 days before the certificate expires. Your passport and two photos (5cm × 5cm each) are necessary.

2. Extension of Period of Stay
  The legal maximum period of stay for a foreign student in Japan is two years. It is necessary to renew the residence permit if you wish to stay longer. You must apply for the renewal at a regional immigration bureau from 2 months to 10 days before the expiration date of the certificate. The locations of the offices of the Regional Immigration Bureau are shown on page 38. To apply for renewal, the following things are necessary.

(1) Application for Extension of Period of Stay (Zairyukikan Koshin Kyoka Shinseisho) The form is available at the Immigration Office.
(2) Certificate of Registration (Zaigaku Shomeisho)
(3) Certificate of Academic Records (Gakugyoseiseki Shomeisho)
Since research students do not receive grades, their academic advisors' comments and a document which certifies the contents and results of the research are required.
(4) Evidence of financial support
 
  • Japanese Government Scholarship students need a Certificate of Guarantee (Hoshoshomeisho)
  • Private students are requested to submit a proof of who is paying the tuition fees and other expenses in Japan and how: evidence of remittance, evidence of financial support and certificate of scholarship, etc.

(7) ¥4,000 revenue stamp("Shunyu-inshi", for the renewal fee)

3. Temporary Leave and Re-entry
  If you temporarily leave Japan during a summer vacation, etc., you must obtain permission from your academic advisor and report to the Student Division (Gakusei-ka). Also remember to get a re-entry permit at a regional immigration bureau before leaving Japan.

A reentry permit is valid up to one year.

Requirements for Application (for re-entry)
(1) Application for Reentry Permit (available at a regional immigration bureau)
(2) Passport
(3) Certificate of Alien Registration
(4) Student I.D. or other I.D.
(5) Permit for Temporarily Leave (from SUMS)
(6) ¥3,000 revenue stamp ("Shunyu-inshi", as the fee)

4. Engaging in Outside-of-Status Activities and Part-time Jobs
  Since foreign students come to Japan for study and research in this university, they cannot be engaged in activities other than ones that are related to study and research. However, if you apply for other activities at a regional immigration bureau and are accepted under the condition that the activity will not hinder your study (or research), you are able to work part-time (except in a business affecting public morals) up to within 28 hours a week (the long term closed period such as summer vacations is within 8 hours a day. If you work without the legal permission, you will be expelled from this country. This permission is necessary even when graduate students work at the university as teaching assistants.

Requirements for Application
  • Application for Permission to Engage in Activity Other Than That Permitted under the Status of Residence Previously Granted (Shikaku-gai Katsudo Kyoka Shinseisho) (available at a regional immigration bureau.)
  • Documents, etc., that describe your work (a written contract of employment [a copy], a business guide book of the company, etc.)

5. Change of Status of Residence
  If you have entered this university with a visa other than a student visa, change your visa to a student visa as soon as possible.

Requirements for Application
(1) Application for Change of Status of Residence (available at a regional immigration bureau)
(2) Application Form (Your own letter is required which shows the specific reason why you need the change.)
(3) Acceptance Form for entering the university (Gokaku Tsuchisho) (a Certificate of Registration [Zaigaku Shomeisho] is required for students who have already started school.)
(4) Letter of Guarantee (Mimoto Hoshosho,) Guarantor's Job Certificate (Zaishoku Shomeisho) and Certificate of Tax-payment (Nozei Shomeisho)
(5) Passport, Certificate of Alien Registration
(6) ¥4,000 revenue stamp ("Shunyu-inshi'', as the fee)

6. Procedure for Bringing One's Family to Japan
  When you wish to bring your family to Japan, you have to obtain a Certificate of Eligibility which is necessary for your family to apply for a visa at the Japanese Embassy in your home country. You need to present the following materials.
Normally it takes about a month to receive a Certificate of Eligibility. However, it might take more time owing to individual circumstances. Therefore, when considering inviting your family to Japan, it is advisable of you to apply early.

(1) Application for Certificate of Eligibility (one application form for each member of your family, available at the Immigration Office)
(2) Proof of ability to support one's family (ex. Japanese Government Scholarship Certificate; Proof of receipt of scholarship; Proof of existing savings or Remittances from one's home country)
(3) Certificate of university registration ("Zaigaku-shomeisho")
(4) Proof of relationship (ex. copy of marriage certificate, birth certificate)
(5) Two photos of each applicant (the clear ones with no hat, blank background.) (4 × 3cm)

It might be necessary to provide other documents in addition to those detailed above. Please contact the Immigration Office for further details.
