1. Student Code of Conduct
The Student Code of Conduct is a statement to students and other parties both inside and outside the University to manifest the University’s common understanding of the faculty and staff in cultivating trustworthy medical professionals in accordance with the philosophy and mission of the University. Please be aware of your responsibilities as a student of this University who aspires to become a medical professional and be sure to conduct yourself in accordance with the following Codes.
(1) Have a deep understanding of the philosophy and mission of SUMS, be aware of their status as members of the University, and comply with all laws, regulations, and the University rules.
(2) Study and acquire a rich humanity, high sense of ethics and professionalism, and a wide range of culture, while striving to acquire advanced and specialized knowledge and skills.
(3) As a member of society, strictly refrain from all forms of discrimination and harassment, strive to understand diversity, and respect the human rights and personalities of others.
(4) Strive to improve information morale and literacy, ensure the protection of personal information and the fulfillment of confidentiality obligations, and take the utmost care in information management and dissemination.
(5) Be aware of the expectations and trust from society in us, and strive to contribute to the local and international communities through extracurricular, etc.
2. Campus Manners
Please refrain from inviting outsiders into campus buildings without permission from supervisors or managing offices, especially buildings and labs that are locked and require keys, as there is a risk of information leakage or equipment damage.
3. Drug and Alcohol Abuse Prevention
The incidents and accidents related to students' drinking and drug abuse have become a social problem, and the University is working on countermeasures against them. Drug abuse is caused by curiosity, invitations from people around you, relationships that are difficult to refuse, and an environment in which drugs are easily accessible. If you have any problems with drugs, please contact the Health Administration Center or the Student Affairs Division.
4. Consumer Education
1) Fraudulent Business
Below are the typical types of vicious business practices. Please be aware of each method and prevent damage before it happens.
(1) Network business
A person is approached through a friend or someone met on a SNS and told that the person has a good part-time job, and is then asked to sign a contract for an expensive product or other services.
(2) Appointment sales
A sales person uses the pretext of "You won a prize," etc., to lure the customer to a coffee shop or sales office by telephone, etc., concealing the purpose of the sale, and then sells the product or service to the customer.
(3) Catch sales
Under the guise of a questionnaire, or street guide, a person approach passersby on the street, take them to a coffee shop or sales office, and sell them products or services.
(4) Billing fraud
Randomly sending unsubstantiated invoices in writing or by e-mail based on illegally obtained lists, etc.
2) Trouble on the Internet
There have been many problems via the Internet, such as "I won an auction and paid for the item, but the item did not arrive and I cannot contact the person I paid for.” Or, “I clicked on a button and all of a sudden a billing screen appeared." Please take the following precautions to avoid becoming a victim.
- When entering passwords, check if the site is legitimate.
- Passwords should not be tied to birth dates or other personal information, and should be changed regularly.
- Do not share your ID and password with others. - Do not open unreliable (unknown) e-mails and their attached files.
- Do not input personal information as much as possible on a computer shared by unspecified people.
3) Stalking, Dating DV, etc.
Recently, stalking and dating DV, in which a person is physically, emotionally, and sexually abused by their partner, have been on the rise. Please take the following precautions to avoid becoming a victim.
- Do not give out your phone number or e-mail address without reason.
- Hang up as soon as you realize that the call is a harassing call.
- If you have any concerns or worries, do not worry alone, but consult with your family, friends, faculty members, or the Student Affairs Division and International Center, and please do not hesitate to ask for help.
- Call 110 immediately if you feel threatened by a person who is following you, ambushing you, watching you, or barging in on you.
4) If you are involved in consumer trouble
- Cooling-off System
This system is to allow consumers to unconditionally cancel a contract they have entered into with a business under certain conditions, such as within 8 days (20 days for network marketing) including the date of contract.
- Rescinding of a contract by a minor
In principle, the consent of a legal representative (parents or other person with parental authority or a guardian) is required for a minor to sign a contract, and a contract without consent can be rescinded by the principal or legal representative.

5. Housing and Part-time Work
- Housing
When searching for an apartment or room to rent, please keep the following points to check in mind. SUMS’s Co-op provides information on housing. If you change your address, please submit a "Notification of Change of Registered Address" to the Student Support Section, Student Affairs Division, immediately. Additionally, you need to report your new address to the municipality where you reside. After you have registered and obtained a residence certificate showing your new address, visit the immigration office to update the address on your residence card. This procedure must be completed within 14 days. Please submit a copy of your new residence card to International Center.

1. Environment, convenience of commuting to school
2. Terms and conditions of tenancy: length of contract, conditions for return of security deposit when moving out, rent when moving in or out (e.g., pro-rata payment or not), utilities, cooking and heating equipment, whether or not there is a curfew, etc.
3. Sign the contract after you check the room on site and are satisfied with it.
4. Be careful of "bait advertisements", which show rooms that do not exist.
5. A guarantor may be required to guarantee your rent payment to the owner. If you cannot find a guarantor, you may be able to use a rent guarantee company.
- Part-time work
Please be aware that some jobs in general part-time job magazines and websites may not be suitable for students. If you are already employed part-time and have concerns about the nature of the work, or if the conditions appear unsafe or unreasonable, please consult International Center. Note that the University does not provide part-time job placement services.
In addition, international students with a "Student" residence status are allowed to work part-time for up to 28 hours per week after obtaining permission from the Immigration Bureau. This limit must not be exceeded under any circumstances. During long vacation periods, the limit is extended to 8 hours per day, with a maximum of 40 hours per week.
Before applying for permission, submit a “Notification for Applying for Permission to Engage in Activity Other than That Permitted under the Status of Residence” to International Center. Please note that individuals with other residence statuses must obtain permission from the Immigration Bureau to engage in activities other than those permitted by respective residence status. If you are unsure of the conditions, please contact International Center.
6. Disasters and Accidents

(1) In the event of a disaster

7. Notes on Traveling Abroad
1) Making decision on whether or not to travel
For overseas travel, you should decide whether or not to proceed, cancel, postpone, continue, or return home in accordance with the "Overseas Risk Information Correspondence Criteria" established by the University based on the "Risk Information" and "Infectious Disease Risk Information" found on the "Overseas Safety Information" website of the Ministry of Foreign Affairs (MOFA).
If you must travel to a country classified by the MOFA as Risk Level 2 or higher, please consult with the International Center in advance.

8. Commuting to School
In principle, undergraduate students are not allowed to commute to the University by car. However, exceptions are made for certain students as follows.
Students who use automobiles must always park in the designated parking areas, even for a short period. Illegally parking outside of the designated lot or outside of the marked frame may result in disciplinary measures, such as the attachment of a warning letter, the installation of a chain lock, or revocation of the parking permit. In such cases, the student may also be denied a parking permit beyond their fifth year.
Exceptions:
(1) Those who have difficulty commuting to school without the use of a car due to special circumstances such as illness, nursing care, childcare, etc.
(2) Those who must use a car for extracurricular activities permitted by the University, including Wakaayu Festival, exchange events with Hamamatsu University School of Medicine, after obtaining the approval by the University.
(3) Fifth-year students who commute more than 2 km from home and who cannot arrive at the designated time for specific clinical practice without using a car.
(4) Sixth-year students who commute more than 2 km from home and who intend to study late to prepare for the national examination.
*In the case of (2) and (3), a fixed amount of parking fee will be charged for each use. For details, please contact the Student Support Section, Student Affairs Division.
Graduate students may commute by car if they live 2 km or more from campus. To obtain an on-campus parking permit, please submit a copy of “Vehicle Inspection Certificate” of your car to the Student Support Section, Student Affairs Division when applying.
【Notes on Bicycle Commuting】
In Shiga Prefecture, as of October 1, 2016, it has been mandatory to have a bicycle liability insurance that covers injury or death of others caused by a traffic accident involving a bicycle. Please purchase this insurance individually, except for undergraduate students who are already required to obtain such coverage upon admission.
In addition, with the enforcement of the revised Road Traffic Law, wearing helmets has been mandatory for all cyclists since April 1, 2023. Please make a consistent effort to wear a helmet whenever riding a bicycle, whether commuting to campus or not.
9. National Pension System and National Health Insurance
All residents of Japan between aged 20 and over but under 60 are required by law to enroll in the National Pension System and pay premiums, including foreign residents. However, students generally have no income and be able to receive an exemption of premium payments while in school under the "Special Payment Exemption System for Students". Please apply for this at the National Pension Section of the local government office where you live.
The National Health Insurance has a system of reduction and exemption based on the previous year's income. To reduce the burden of insurance premiums, please declare your income to the local government office between January and March, when the previous year's income is determined.
